This page is not supported by the Stellaris group. Nor did any of the content come anyone on the Stellaris team (MCU group with TI.) There is no reason to program or erase the FTDI chip that is part of the FTDI-ICDI Jtag emulator provided on Stellaris evaluation kits. If you are consulting this page because you are f/471.aspxhaving issues connecting to your board, the ask the Stellaris group directly at http://e2e.ti.com/support/microcontrollers/stellaris_arm_cortex-m3_microcontroller/f/471.aspx

If you execute the list of instructions on this page, there is a good chance of rendering your FTDI_ICDI useless.

There is not reason to perform an update on a Stellaris (FTDI) ICDI unless instructed to do so by a Stellaris team member, in which guided instructions would be given.
